\ Future University of Central Florida Vol.11 Friday, April 27, 1979 No. 29 mm Steve Williams/Future What's all the yelling about? There was a lot of it going on last week. This and more was captured in pictures. See page 10 and 11 for the whole story. Student union construction to close Library parking by Mary Wilson staff writer Construction of the new student union building will force students out of the parking lot behind the library this summer, according to university officials. Mike Spinnato, physical plant engineer, said the dirt lot behind the Library, as well as its main access road near Lake Claire, will be closed during construction. "Students will only be able to get to that lot through Gemini Boulevard to park in spaces remaining near the ROTC," he said. Construction is estimated by university architect Richard Lavender to continue for at least a year. Future plans for the expansion of the Library and Computer Center may permanently close the large sand lot, he said. ESTIMATES OF THE loss of parking spaces range from "no more than 300" by Spinnato to at least 1,200 by Lt. Clarence Russell of the University Police. Russell's estimate is based on a police department traffic count made of those who utilize the Library lot. Spinnato explains his lower estimate by maintaining that students will increase the density of parking "right up to the construction boundaries" and counteract the loss of parking area. Such boundaries will be determined, according to Spinnato, by the desires of the building contractor. Officials said the loss of space will be compensated for by increased parking in locations further from the center of the campus. Lots behind the Education Complex will be expanded with clay beyond Centaurus Drive, and more students will be directed to the lime-rock surface of lot 200 located southwest of the tennis courts. THE LOT BEHIND the VC mav be paved by next winter to meet the demand for convenient parking. If this is done, Gemini Boulevard will be four-Ianed as far as the lot extends. The VC lot can only be built if financing is provided by the state legislature. The Board of Regents has asked for $3 million in the Fixed iCaptial Outlay section of the BOR budget request for next year. This section is where funds for parking would be taken from. But parking at UCF is 46th in the BOR's list of 65 priority requests. Parking, page 9 Payas wins presidency by Deanna Gugel managing editor In what some students termed a "landslide election," Student Body Vice President Armando Payas this week defeated Mike Scanlon for the presidency of UCF's student government. Payas received 629 or about 70 percent of the total 900 votes cast at the main campus. Scanlon received 271 votes. Absentee ballots had not yet been received from the Daytona Beach Resident Center. "I'm very happy that it is all over and very happy everything ran cleanly," Payas said in an interview after results were announced. Payas said he believes the election ran smoothly because of the use of the voting machines and the League of Women Voters. He said Senate Protem Jim Soukup should be commended for introducing the idea. "My main concern now is to get my hands involved in the budget because it's getting the funds allocated that we have to work with next year," Payas said. He said he wants to fight for funds for the student services like dental and legal aid. Still more of Payas' time will be spent learning his job and setting up for next year, he said. "Almost everything has got to be reorganized, and I need to start choosing my cabinet." Payas said he will solidify plans for a president's advisory council, which will involve members of other organizations to help him plan programs to benefit students. "I knew it was an uphill battle the whole time, and it was hard," Scanlon said- "Armando was an extremely qualified opponent, and I was pleased with the way the elections ran. I don't feel anyone could have beat him this year," he said. Scanlon said he was surprised he had done so well, and said he had hoped to win the first election. "I felt good about it, as opposed to last year," Scanlon said. At press time there was still some question about whether the elections would be contested by the resident centers. Don Mullinix; chairman of the student government committee at the DBRC, said that the DBRC had not received its ballots until Tuesday at 4:00 p.m. He said they only received them then because one of their students made a special effort to get them from the main campus. The Brevard and South Orlando Resident Centers reportedly never received any ballots. Mullinix said the DBRC supported Payas, and they do not want to contest the election. "But the point is we're getting tired of getting left out of things," he said.
