First to start dirt flying, left to right, Provost Richard Astro; Rex Rokicki, project manager and principal in the architectural firm of Vickery, Oversat and Awsumb; John Lowndes, chairman of the Board of Visitors; Dale S. Jones; Richard R. Swann, for- Art Complex gets BOR nod for construction in 1988-89 The Board of Regents last week approved a three-year Public Education Capital Outlay plan for the State University System that has UCF's Art Complex funded for construction the first year with a ranking of 22nd in a list of 32 items. The Art Complex is budgeted for $7.48 million in 1988-89 and $690,000 for equipment in 1989-90. UCF's other first year item on the list is $53,000 to hire architects to design remodeling of the Chemistry Building.. The PECO list for 1989-90 includes for UCF Chemistry construction $699,000; Howard Phillips Hall construction $788,000; Humanities and Fine Arts Building remodeling from plans, through construction to equipping $940,000; the three stages for remodeling the Administration Building $726,000, and plans for expansion of the Computer Center $437,750. The list for 1990-91 adds the equipping of the Chemistry Building $70,000 and construction money for expanding the Computer Center $6,595,250. A five-year capital improvement plan for the SUS and each campus, also approved the same day, included the PECO list and other proposals. Whether funds are available to follow through on construction projects will be affected by what the legislature does in its special session in December when the services sales tax again comes up for possible repeal, or amendment. Future capital construction in education depends upon the infrastructure trust fund established under the new tax law. An SUS five-year plan for enrollment has UCF holding lower class enrollment at 2,379 through 1992-93. Upper level would grow from 6,241 to 6,647 while the number of graduate students would increase from 1,005 to 1,407 and those in doctoral programs from 30 to 86. The board directed universities to do more master planning for their area campuses at the university level, developing greater specificity in objectives and goals. UCF was praised by program consultants for doing an excellent job in its engineering program with limited funds and the consensus held that present engineering programs should be adequately funded before any future additions or expansions. The board authorized UCF to hire an architectural firm to design buildings for a relocated Florida Solar Energy Center. It. is expected to cost $3.9 million for expanded facilities when FSEC is moved to the Brevard Community College campus at Cocoa from Cape Canaveral. Architects will be chosen from a list approved by the BOR. A new format for the regents' meeting opened with a consent agenda that cleared the board of routine items, leaving more time for a discussion agenda of items that were still in the decisionmaking stage. » * * First say to yourself what you would be; and then do what you have to do. Epictetus mer chairman of the Board of Visitors; UCF President Trevor Colbourn; Joan Ruffier, chairman of the Board of Regents; Roy Reid, president of Student Government; George E. Stevens, faculty representative; College of Business Dean Clifford L. Eubanks, and Charles Viola, vice president of Southeast Operations, Aberthaw Construction Co. The building is scheduled for completion early in 1989. Dr. MICHAEL BASS Network approved between campus and research park A fibre optic network directly linking Central Florida Research Park with UCF has been approved by the park's governing Orange County Research and Development Authority. Research Park Executive Director Richard W. Tesch said the network will be designed to accommodate data, voice and video transmissions. He said the initial cost will be $245,000, but the system is designed to grow with the two institutions. Local networks on the campus and in the park will reach out to connect individual buildings to the system. The system will assist thejoint research activity between the University and tenants of the park. USCs Bass named to head UCF research Dr. Michael Bass, chairman of electrical engineering and electrophysics atthe University of Southern California, will assume new duties as vice president for research at UCF later this year. He was named to the key post following a national search. Well-known for his work in optically pumped solid state lasers and studies in infrared and pyroelectric devices, Bass has been a member of the USC faculty since I974. He is the first recipient of USCs distinguished researcher award, has been an invited lecturer in the Soviet Union, China and Japan, and is listed \n_Who's Who in the United States. He is a former general chairman of the International Congress on Applications of Lasers and Electro- Optics, and is president-elect, Laser Institute of America. BELIZE REPORT The faculty team of Arlen and Diane Chase will present a program, "Royal Tombs and Peasant Labor: Maya Archaeology in Belize" for Sigma Xi, meeting in the Administration Board Room on Wednesday, Nov. 4, at 3:30 p.m. Faculty and graduate students are invited to attend, David W. Washington, Sigma Xi president, said.
